ASTM International Subcommittee E54.01 on Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Detection, CBRN Protection and Decontamination is hosting a session to discuss ASTM international standards and guidelines that exist to make your integrated systems and equipment selection, purchasing, application and utilization easier and more effective. ASTM International is a non-profit standards development organization based in the United States, and Committee E54 on Homeland Security, one of 148 Technical Committees, currently has a total of 85 standards with over 300 participating members.  Subcommittee E54.01 maintains 24 standards, ranging from CBRNE detection, identification and CBRN protection to decontamination, blast mitigation and resistance.

The E54.01 Subcommittee develops standards and guidelines related to the technology, equipment, systems and utilization used to detect, identify, measure, protect from and decontaminate with respect to CBRNE related threat agent materials. These standards and guidelines address the specification, design, manufacture, testing, application, performance, validation, operations, maintenance and use of this equipment, and the protections, safeguards and responses required with respect to addressing CBRNE related threats, and the technologies, equipment, integrated systems and materials necessary to properly safeguard the public, personnel, facilities, critical infrastructure and assets from these threat agent materials.

Operational CBRNE response and the diverse threat landscape

Only by collaborating and learning together can we continue to detect, understand and mitigate the evolving threat. We face a diversifying and deepening complexity of threats, they are changing the direction of our work.

What do terrorists want to achieve through a CBRNE attack?

How can you accurately assess threat and risk in a discrete manner to minimise concern and prevent disruption to an area or event?

The aim

To provide attendees with the necessary knowledge and understanding, to consider multiple options at suspected CBRNE incident / investigation.

How do you balance those investigative, forensic or digital strategies to the backdrop of community tensions? Have you the access and trust of partner agencies with open dialogue to ensure clarity of role?  Key aspects for a prompt and effective investigation will be explored highlighting fast track reactive actions and/or the potential for proactive intelligence gathering.

Methodology

Early Response, Early Intervention, Early Resolution  -  Recognise, Assess, React.

Ensure a permissive environment for assessment, forensic opportunities and the investigative process. Do you only consider highly visible and overt deployments? Do you have a more discreet option to effectively resolve a situation that will eliminate public risk but achieve best evidence to secure successful outcomes?  Our workshop will highlight a range of overt and discreet tactical options to mitigate threat, save lives, maximise intelligence yield and safeguard communities in the ever evolving CBRNE threat picture.  

Interoperability key principles

Co-locate, Communicate, Coordinate, Joint understanding of risk, Shared situational awareness. Assessing intelligence to determine courses of action when you discover 'forks in the road' (i.e. 'Are we dealing with chemical manufacture, HME, illicit narcotics?)

• Developing tactics to counter emerging threats
• Scene examination versus community impact
• Intelligence gather versus evidential recovery
• Planning / Execution / Analysis for successful outcomes

The event will be a mix of background delivery and plenary sessions to share experiences, identify organisational learning and effective practice. We must strive for collective education, innovation and the sheer will to deter, disrupt and detect terrorist activity allowing the public to go about their daily lives freely and with confidence.

Workshop 2

Monday 3 November | 14.00hrs - 17.00hrs

The workshop will be delivered by James Cairns the first and now former UK Police Services Radiation Protection Adviser. James will talk about how the UK transitioned from what would be considered as conventional terrorism and the risk from a stolen state standard design nuclear bomb to the asymmetric threat of the modern radiological and nuclear threat at the start of millennium. He will discuss some of the cases he was involved in whilst acting as the UK Police adviser including how the Litvinenko murder investigation started and developed, correct some of the “facts” shown in the TV and film dramatization of the incident and review some of the challenges involved in keeping responders safe in a high radiation threat environment. The workshop will conclude with a number of real-world scenarios and ask you, the question “How would you deal with this problem?” before discussing how he advised those attending emergency responders and what he may have done differently “in the cold light of day.”
